“中西代表制比较：概念、制度与实践”国际研讨会召开
“中西代表制比较：概念、制度与实践”国际研讨会于10月21日至22日在北京召开。本次会议由北京大学政府管理学院主办，有来自多个国家的30多名专家学者参加。
会议于21日上午开幕，首先由北京大学政府管理学院李强教授致欢迎辞；段德敏副教授代表主办方介绍了本次会议的安排，整个研讨会分为三场展开。

第一场讨论主题为：Political Representation Beyond Elections: Theoretical Issues，由中山大学郭峻赫教授（Jun-Hyeok Kwak）主持。巴黎第八大学（Paris 8 University）Yves Sintomer教授做了主题为“Political Representation Beyond Elections”的发言，重点分析了Political Representation这一概念的内涵以及对这个概念的使用和误用。爱尔兰根大学（Erlangen-Nürnberg University）Jürgen Gebhardt教授的发言主题是Symbols and Political Representation，也从理论上探讨Political Representation的内涵和类型。李强教授对两位教授的发言进行了简短的点评，在场的其他学者也提出了一系列有意义的问题并进行了讨论。
在短暂的茶歇之后，英国埃克塞特大学（Exeter University）Dario Castiglione教授做了主题为Political representation and the role of the public的发言，通过中西方政治的比较，对Political Representation进行了理论分析。上海交通大学高全喜教授的发言主题是卡尔霍恩的宪制理论中的代表概念。发言结束后，法国远东学院（Ecole française d’Extrême-Orient）北京中心主任Luca Gabbiani和北京大学西方古典学中心助理教授张新刚给予了回应，并组织了讨论。

第二场讨论主题为：Political Representation before the Modern Revolutions，由法兰西公学院（Collège de France）中国现代史荣誉教授Pierre Etienne Will主持。比利时鲁汶大学（KU Leuven University）博士后研究员Alessandro Mulieri的发言主题是Marsilius of Padua’s Political Theory of Representation，讨论了马西利乌斯的政治代表理论。巴黎德国历史研究所（German History Institute in Paris）主任Thomas Maissen教授做了题为The Virgin and Her State: Representing the Body Politic Through Metaphors of Marital Status的发言。法国国家科研中心―欧洲行政、政治和社会研究中心（CNRS-CERAPS）研究员Samuel Hayat的发言主题是The Republican Paradox: Embodiment-Representation in 19th century France，讨论十九世纪法国的共和悖论。德国海德堡大学（University of Heidelberg）博士后研究员Ariel Blitstein的发言主题是Making the Heaven present: the Mandate of Heaven and political representation in late imperial China，讨论中国明清的天命观和政治代表问题。发言结束后，在场的学者进行了热烈的讨论。
第三场讨论主题为：Political Representation Beyond Elections in Contemporary China，由巴黎政治学院（Science Po Paris）Jean-Louis Rocca教授主持。北京大学政府管理学院段德敏副教授的发言主题是Representation Beyond Election: A Theoretical Framework for Understanding Political Representation in Contemporary China，从对传统政治代表理论的批评出发，提出一套新的理解当代中国政治代表的理论框架。法国现代中国研究中心（CEFC）研究员Eric FLORENCE的发言主题是An exploration of “representation through subjectivisation” or how rural migrant workers’ collectives draw on arrangements of visibility in their everyday struggles for recognition。北京师范大学聂智琪教授做了主题为Beyond Election? A Critical Review of China's Descriptive Representation的发言。杜伊斯堡-埃森大学（Duisburg University）教授Thomas Heberer做了主题为The Representation of Entrepreneurs in Contemporary China的发言，讨论当代中国企业家的代表问题。中国政法大学教师张飚的发言主题为Representation: A Sorry Case of Mutual Neglect。英国伦敦大学学院（University College London）博士研究生孙金昱的发言主题为Political Obligations in Non-Democratic Societies through the Lens of Political Representation。法国埃克斯政治学院（Sciences Po Aix）博士后研究员Judith Audin和巴黎政治学院博士研究生Jérôme Doyon共同做了主题为 From political activism to social work: The renewed intermediary function of two mass organizations in 21st century China的发言。发言结束后，在场的学者进行了热烈的讨论。
段德敏副教授发言
22日下午，李强教授、段德敏副教授和Yves Sintomer教授分别做了总结发言，在场的其它学者也发表了自己的感想。学者们表示，政治代表是一个广阔而重要的学术领域，这次研讨会大有启发，收获颇丰，当然也有许多问题尚待进一步讨论。本次研讨会在启发和思考中落下帷幕。
